Who wins - Upscaling or Downscaling?
Scalarium first compares the upscaling thresholds against the metrics. If the upscaling thresholds are met, scaling-up happens and the scaling process is done for this run.
If the upscaling thresholds are not met, the downscaling thresholds are compared. If any of the matching metrics is lower, scaling-down happens and the scaling process is done for this run.
This means that scaling-down only happens if scaling-up didn't. So upscaling wins.
